Notes
Nobody announces it and nobody is told. Invitations stop, conversations shorten, and a person finds themselves alone in rooms they used to belong in. It is the principal enforcement mechanism for the Oathbond in every city-state, and it works because it cannot be appealed. There is no ruling to overturn, since no ruling was made.
